- A foreigner reasonably suspected to be a victim of, or affected by, human trafficking.
- A foreigner for whom a member of the Government of Georgia submits a written initiative.
- Persons referred to in Article 60 of the Law (foreigners who cannot be removed from Georgia).
- A foreign citizen with the status of compatriot living abroad.

- Trafficking victim: a petition from the victim-support agency or the authority conducting the proceedings.
- Compatriot living abroad: application form, travel document copy, proof of lawful stay, document confirming compatriot status, photo.

- Article 60 persons: GEL 300 (30 days), GEL 450 (20 days) or GEL 600 (10 days).
Important
This permit does not replace the normal routes. Most foreigners who want to live in Georgia use the other permit types. The special permit is also among the types exempt from the 40-day advance-application rule.
